Asbestos pipe and boiler insulation

Treat insulation on hot water and steam pipes, boilers and furnace ducts in older homes as asbestos until tested. OSHA presumes it is asbestos in buildings built by 1980. If it's intact, leave it alone; damaged pipe insulation should be repaired or removed by a trained professional.

How likely is it?

  • EPA lists "hot water and steam pipes coated with asbestos material or covered with an asbestos blanket or tape" (EPA).
  • CPSC lists "steam pipes, boilers, and furnace ducts insulated with an asbestos blanket or asbestos paper tape" (CPSC).
  • OSHA presumes thermal system insulation (insulation on pipes, boilers and ducts) in buildings built by 1980 contains asbestos (29 CFR 1926.1101).
  • New York's Labor Department lists "white heating system pipe wrap insulation" as assumed to contain asbestos.
  • EPA banned friable pre-formed pipe and block insulation containing asbestos in 1975.

Why it needs care

Old pipe insulation is often friable: it can crumble to powder by hand pressure when dry, which releases fibers more easily. Don't cut, tear or strip it to get at a pipe.

Your options

From the EPA:

  • Leave it alone if it's in good condition.
  • Seal it (encapsulation): "Pipe, furnace and boiler insulation can sometimes be repaired this way. This should be done only by a professional trained to handle asbestos safely."
  • Cover it (enclosure): "Exposed insulated piping may be covered with a protective wrap or jacket."
  • Remove it: "Removal is complex and must be done only by a trained and accredited asbestos professional."

Removal is also often needed when a boiler or heating system is replaced. Plan the asbestos work into the project before the plumber starts.

Cost

Published estimates run about $2 to $15 per linear foot of pipe insulation. Estimate yours.
